Church offices are more developed in the Pastoral Letters than in Paul's time. There are presbyters and bishops, but these are sometimes used interchangeably and the monarchical episcopate is not yet depicted, although church offices appear to be heading in that direction. Requirements for office are strict and leaders are chosen and ordained by laying on of hands.
